Yes — and it is more generous than many parents realise.
In Hounslow, 2-year-olds can access up to 15 hours of free childcare per week through two separate routes. Since the Government expanded its childcare funding in April 2024, working parents of 2-year-olds gained access to funded hours for the very first time. This built on the existing scheme that had long been available to families on low incomes or receiving certain benefits.
As a result, there are now two clear pathways to free childcare for your 2-year-old in Hounslow:
- The working parents route — for families where both parents (or the sole parent) are employed and meet an earnings threshold.
- The benefits-based route — for families receiving Universal Credit, Tax Credits, or other qualifying government support.
Both routes give your child access to 15 hours of funded early education per week, for 38 weeks of the year. That adds up to a potential saving of £2,500–£4,000 per year on nursery fees, depending on your provider.

Route 1 — Free Childcare for 2-Year-Olds on Benefits or Low Income
This route has been available in Hounslow for several years, but many families still do not realise they qualify.
Who qualifies under the benefits route?
Your 2-year-old is entitled to 15 hours of free childcare in Hounslow if your family receives any of the following:
- Universal Credit, and your combined household income from work is £15,400 or less per year after tax (not including benefit payments)
- Working Tax Credit or Child Tax Credit, and your household income is £16,190 or less per year before tax
- Working Tax Credit 4-week run-on (the payment you receive when you stop qualifying for Working Tax Credit)
- Income Support
- Jobseeker’s Allowance (income-based)
- Employment and Support Allowance (income-related)
- Support under Part VI of the Immigration and Asylum Act 1999
Your 2-year-old may also qualify if they personally receive Disability Living Allowance (DLA), have an Education, Health and Care Plan (EHCP), are currently looked after by a local authority, or are in a kinship or guardianship arrangement.
Important: You cannot have more than £16,000 in savings or investments to qualify under this route.
How to apply in Hounslow (benefits route)
Unlike the working parents route, this application does not go through the national government website. Instead, you apply directly through Hounslow Council.

You qualify for 15 hours of free childcare per week for your 2-year-old if:
- You (and your partner, if you have one) are each working the equivalent of at least 16 hours per week at the National Minimum or Living Wage — roughly £195 per week or £10,158 per year if you are aged 21 or over
- You are each earning less than £100,000 adjusted net income per year
You may still qualify even if one parent is not currently working, as long as they are on:
- Maternity, paternity, adoption, or parental leave
- Statutory Sick Pay
- Carer’s Allowance, Incapacity Benefit, or contribution-based ESA
If you are self-employed or on a zero-hours contract, you can still qualify as long as you expect to meet the earnings threshold on average over the next three months.
Good to know: From September 2025, eligible working parents of children from 9 months old can now access a full 30 hours of funded childcare per week. How to apply for the working parent code
You apply online through the Government’s childcare account at gov.uk/apply-free-childcare-if-youre-working.
You will need your:
- Government Gateway user ID and password
- National Insurance number
- Child’s date of birth
If your application is successful, you will receive an 11-digit eligibility code starting with ’50’. Give this code to your nursery — they will verify it and allocate your funded place.
Note: You must reconfirm your eligibility every 3 months by logging back into your childcare account. If you miss the reconfirmation deadline, you may need to reapply and your free hours could be paused.
How Many Free Hours Does a 2-Year-Old Get in Hounslow?
